Kirapat Jiamset is the Governor of Metropolitan Electricity Authority (MEA), the state enterprise in the Energy Utility Group under the Ministry of Interior. Kirapat is an experienced electrical engineer with a long experience in power distribution. He joined MEA after graduating from the Prince of Songkla University. His working profile ranges from engineering and technical support to installation and maintenance of distribution networks. His most prominent jobs were the underground wire project in Bangkok’s Central Business District during 2014 to 2017, and the introduction of the digital platform in power distribution service areas of the MEA, covering Bangkok, Nonthaburi and Samut Prakan.

Kirapat is determined to led MEA to be a High Performance Organisation. During the COVID-19 pandemic he ensured that MEA’s service quality is maintained. His strategic plans include appointing working groups to receive cope with receiving data and information and to handle risk management and adjust working procedures during the pandemic.

Kirapat is a practitioner, analytical thinker and planner but an easy-to-reach executive. He is always open to new ideas from employees. He introduced the “Direct Question, Direct Answer with the Governor : Kirapat” programme to give employees the opportunity to raise questions which will be answered by him directly.

MEA has been recognised through several awards such as the Asia Responsible Enterprise Awards 2020 (Investment in People).

Kirapat is greatly responsible for improving the Domestic Electric Power System to facilitate smart living for MEA customers. The Smart Metro Grid is one of the best innovations to provide smart service for customers. This project is to set up a network of digital smart electrical grids, smart meters and two-way data transferring systems. In the current COVID-19 pandemic, Kirapat has been appointed to the Crisis Management Committee to manage and resolve problems affected by the outbreak. MEA currently has 8,012 employees, assets totalling 224,842.51 million Baht and 205,958.85 million Baht income.

Kirapat’s Vision is Energy for City Life, Energise Smart Living. MEA focuses on the importance of customers and supports changes in the business. It provides operational guidelines for executives, field staff and office workers in their work and to drive the organisation to its goals under the five themes of MEA’s Strategic Plan — Distribution - Grid Modernisation, Retail – Digitalisation, Service Provider - Value Creation, Workforce - Smart + Efficiency and Green Governance – Trust.

Kirapat’s Mission is to “Innovate and operate smart energy system to empower city life for smart living.” MEA aims to improve its business operations, innovation development and smart electrical system to improve people’s quality of life and support society with revolutionary innovations.

Under MEA’s future plans, Kirapat aims to strengthen the electrical distribution system to empower city life for Smart City and provide a secure and stable electrical system by applying digital technology. Social and environmental issues are also part of MEA’s plan. MEA seeks to balance the use of renewable energy and strengthen its relations with stakeholders and support government policies in these areas.
