Capt. Vicente E. Fedelicio, born on November 25, 1959, is the 3rd child among the five (5) children of Mr. Primitivo F. Fedelicio, a farmer and Mrs. Amparo E. Fedelicio, a housekeeper of barangay Malandog, Hamtic, Antique, all of whom are already professionals. He was raised in a home which was a typical picture of a family striving to earn a living from farm produce to make both ends meet. Even at his tender age, he had to help with all the chores in the farm and at home to help his parents earn a living. He is someone we can say who is very fortunate to have parents who were so determined to give him and his siblings a decent future by sending them to school and consistently oversaw their progress in school. He is one of the recipients of the “Most Outstanding Alumnus” award from Malandog Elementary School where he graduated with honors in 1971. He completed his secondary education at Antique National School (ANS) and proceeded with his tertiary education at then Iloilo Maritime Academy now known as John B. Lacson Foundation Maritime University (JBLFMU). He became Corp Commander of his batch and an Academic Scholar as well. He completed his Bachelor of Science in Marine Transportation in 1983 from the said school. He has been working at sea for three (3) decades and fourteen (14) years of it as Ship’s Captain and/or Commissioning Master of brand new ships owned by German principals. It is noteworthy that between this sea service, he has also been working as Crewing Manager of Blue Manila, Inc., a manning agency, from 1984 to 1996. This is where he learned the strands of the crewing business.
It has been his ambition to put up his own manning company and in 2006, he retired from working at sea and founded Vega Manila Crewmanagement, Inc. as its President & CEO with a German shipowner as his partner. In 2008, he was conferred as the “Most Outstanding Alumnus” of John B. Lacson Foundation Maritime University (JBLFMU). Being President and CEO of Vega Manila, was a realization of his dream but he proceeded to continue with graduate school and in spite of the very hectic schedule in the office and school, he managed to complete his Master of Science in Maritime Management at JBLFMU in 2010. This was another feather to his cap as his master’s degree could better equip him in his business endeavors. However, as Vega Manila’s growth was inherent, a need to tool himself for the efficient flow and firm direction of the company was required. Capt. Fedelicio pursued his Post Graduate studies at JBLFMU taking up Doctor of Philosophy in Maritime Education specializing in Maritime Management which he completed in 2014.
Capt. Fedelicio has a heart in helping other people in the community. He is actively spearheading in the financial literacy programs for people inside and outside of the company.
To satisfy his mission in life to help in the employment of his fellow Filipino seafarers and showcase their abilities and competencies globally, in 2013, he founded his 2nd manning company, F. A. Vinnen Philippines, Inc. with another German shipowner as his partner. Having these two (2) manning outfit under his management, his involvement in Maritime Education and Training (MET) is a must. He has been a member of the JBLFMU’s Board of Trustees since year 2007 up to the present. To arrest the shortage of Marine Officers and to improve the general performance of Human Resources in the fleet, he established a “Vega Scholarship Program”, a full grant program for poor and deserving college students that are willing to become Maritime professionals. So far, they have hundreds of these scholars which he envisions to serve as the core component of the manpower needs.
Capt. Fedelicio has a heart in helping other people in the community. He is actively spearheading in the financial literacy programs for people inside and outside of the company. In order for to help his community achieve sustainable means of livelihood, he is promoting various initiatives in agricultural livelihood with promising returns of investments. He believes that education is the most potent force for development, thus, he launched academic scholarship program for less fortunate but very deserving young individuals. This scholarship program has already produced many professionals and management level ship officers, thereby multiplying the uplifting effects of sustainable development in the community. Capt. Fedelicio is also a staunch advocate of preserving cultural heritage in his home province, Antique as evinced by his participations in numerous programs promoting awareness and commemorating cultural origins.
Capt. Feledicio is married to Dr. Nelibeth P. Fedelicio, Vice President of University of Antique. Having no children of their own, together, they have organized several outreach and charitable events to cater their passion of helping other people. This couple believes that self-fulfillment is not the equivalent of success but rather how you satisfy other’s little needs. From the day they were married, both of them have lived their lives for charity. Both of them have a common affection towards outdoor living and the desire to help the environment becomes greener. Keeping the humility and doing something good for the community is the thrust of which Capt. Feledicio tries to live day to day. Seeing people transform their lives and having helped them in their employment as the source of their financial stability, gives him real satisfaction. Carving a legacy in a noble and quiet way and being away from the limelight is his gratification in life. He believes that giving more when you have less is more illustrious than giving nothing when you have more.
