Born in 1960, in a poor farming family at Vu Thang commune (Kien Xuong – Thai Binh province), due to his crowded family, Hoang Duc Thao had to study at Technical Worker Training School – Ministry of Construction when finishing secondary school. After graduating, the young man Hoang Duc Thao took a job at Construction Company No.10 (Ministry of Construction) and moved to Kien Giang to participate in the construction of Ha Tien Cement Factory. During the subsidy period, a 3rd grade building worker like him even saved his salary to buy tickets to go home during the holiday season. When the company was out of job, he did many other jobs, such as a vehicle fixing and sales. Although it was very hard, the young man always had a feeling that, learning is the path to success, learning both in school and in life. This was the reason he took service training courses at two universities: University of Finance and Accounting and Hanoi University of Architecture – Southern Branch within ten years (from 1988 to 1998). Before becoming the General Director of Ba Ria – Vung Tau Urban Sewerage and Development Limited Company (BUSADCO), he experienced different tasks and positions such as Chief accountant of a construction unit, Director of Project Management Unit (PMU) of Water Supply and Drainage (Department of Construction of Ba Ria – Vung Tau Province), Deputy Head of the Provincial technical infrastructure PMU, Director of Ba Ria-Vung Tau drainage and environment PMU.
Growing from the technical workers in the construction industry, Hoang Duc Thao understands the difficulties and strenuousness of the worker. Thus, when he became a business leader, his motivation is how to make the workers less hard in their production as well as improved in their material and morale lives. Unresolved environmental urgent matters also created motivation and gave him mental strength in the process of research and creation.
The resonance of Hoang Duc Thao’s above factors has made BUSADCO create scientific and technological products winning national and international awards as well as grow incessantly today. Every year, the revenue from the scientific and technological products reaches 80-85% of BUSADCO’s total revenue. It is also one of the levers leading BUSADCO to develop in both depth and width.

BUSADCO operates in 05 (five) main activities, including: Activities in public urban drainage field; Research and application of science and technology, Urban development and imvestment; Construction; and Enviromental protection services. After 14 years of construction and development, BUSADCO has researched and applied over 80 scientific and technological works, products used in the field of synchronous construction of urban and rural technical infrastructure, environmental protection, responding to climate change. The National Office of Intellectual Property issued 21 Patents for Invention and Useful Solution, 62 Decisions on acceptance of applications for Invention and Useful Solution; 49 industrial design patents, 83 decisions on acceptance of applications for industrial designs; The Ministry of Construction issued 09 certificates of appropriate technological and technical solutions; The Ministry of Science and Technology upgraded BUSADCO’s basic standards to national standards (TCVN) for 18 products; The Ministry of Agriculture and Rural Development certified two technical advances and new technologies. BUSADCO won 07 prizes of VIFOTEC (Scientific and Technological Creativeness of Vietnam) and 19 Scientific and Technological Creativeness Awards granted by international organizations (including 04 WIPO Awards). BUSADCO currently has 07 technological plants in Ba Ria Vung Tau, Ho Chi Minh, Khanh Hoa, Nghe An, Thai Binh and Ha Noi and 04 mobile technological lines serving for projects in Yen Thanh- Nghe An, Quang Tri, Quang Ngai and Bac Ninh.

Responsibilities of involved schools, agencies and businesses are to share the difficulties of young scientific researchers, sympathize with the dreams of young engineers and hard-working, creative people for “fire transfusion”, to create regular playgrounds for them, increase enthusiasm for research work which is inherently very difficult. Vietnam is in the process of integrating into the world economy, so it is necessary to innovate in all fields. This is a prerequisite for Vietnam to reach the world level.
