Mr. Alan Hsu is the current chairman of Trade-van information Service Co., a leading corporation which delivers cloud value-added service. Among the many institutions under the Ministry of Finance, Trade-van has both government and private share. Chairman Hsu has to balance the differing opinions of the government and private shareholders, on the other hand, he also looks for new ways to lead Trade-van.

Within three years, Chairman Hsu has led the Company to expand its services and built on its existing quality. Furthermore, he has successfully built the information security and insurance ecosystem. By December 2018, Trade-van has become the first domestic information system service provider to win the “National Quality Award”. Moving forward, he plans to build a “supply chain finance” ecosystem, which will soon complete the industrial chain in three major areas.

In terms of expanding international services, Trade-van established the Pan-Asian E-Commerce Alliance with Hong Kong Tradelink and Singapore CrimsonLogic in 2000. To date, there are 11 representatives of member states. The alliance was established to provide security for data transmission and exchange among partners, and to accelerate the efficiency of customs clearance and streamline operations. The Asia Pacific E-Commerce Market was also established to help global buyers find suppliers in the Asia Pacific region of the World Trade Hub, and is the best gateway for Taiwanese suppliers to enter the global market.

In the past three years, Chairman Hsu has represented Taiwan with the Trade-van and has signed an electronic Certification of Original exchange cooperation agreement with five Southeast Asian countries including Indonesia, Malaysia, Singapore, Thailand, and the Philippines. He also signed an electronic inspection and quarantine certificate exchange cooperation agreement with South Korea. Last year, he also signed a contract with Singapore and Thailand to bring the concept of block chain into eco services, speeding up the efficiency of data exchange in the process of electronic certificate exchange and improving the security of data not being tampered with.

Under chairman Hsu’s leadership, the proportion of R&D expenses increased from 17% to 21% . The development of new generation exchange platform and big data analysis service platform also reached 99.98% in reliability. Through the power design system analysis design, the time for staff skilled projects has been significantly reduced from four to six months to two to four months, saving over 35% of test hours per year. Efficiency in all aspects is a model for the industry.

Chairman Hsu also attaches great importance to the cultivation of talents. In order to acquire talents and develop newer technologies respectively in the southcentral of Taiwan, he established a talent cultivation center in Taichung in combination with the needs of industrial development and employment, and established a “block-chain” implementation center in Kaohsiung. In the following year, he will also build a “block-chain” supply chain, based on the existing strengths of the Trade-van, hoping for more substantial developments and breakthroughs in the future.

In the future, Chairman Hsu aims to lead the representative of Trade-van to join the International Port Community Association (IPSCA). IPSCA is committed to the e-government of customs and air and sea transportation between countries in the world. It plays a similar role to the PAA in the Asia-Pacific region, but has a larger membership. The association members include representatives from Africa, America, Asia and the European Union. IPSCA is an EU observer. After the Taiwan-based trade association on behalf of Taiwan, the Taiwan Trade Union can participate in important conferences of the world in the future. It is expected to lead Taiwan to the world and to get out of the world from the Asia-Pacific region and bring greater economic benefits.
