Information about Entrepreneur
Dr. YC Chang was the first person to lead the Far Eastern Electronic Toll Collection Co., Ltd. (FETC)—the contractor administering the well-known freeway ETC system in Taiwan. Utilizing his excellent leadership skills, he laid the foundation for the Nationwide Multi-Lane Free Flow ETC Services. It was the very first ITS application and a monumental work of the world.

Dr. YC Chang possesses more than three decades of experience in the transportation industry and is actively involved in promoting digital transformation in transportation. In 2022, he received the Smart Transport Medal-Lifetime Achievement Recognition from ITS Taiwan. He is a passionate believer that ETC is a force for good in a society and believes that the ETC delivers extensive social and economic benefits— including saving time and energy, emission reduction, and traffic improvement. Currently 100% of vehicles on Taiwan freeways are using ETC services.

Dr. YC Chang is the former President and current Chair of the Board of Supervisors at ITS Taiwan. He holds a Master's degree in Civil Engineering and a PhD in International Business Administration from National Cheng Kung University and Chinese Culture University, respectively. He also has a Bachelor's degree in Transportation and Communication Management Science.

In 2004, FETC secured the BOT (Build-Operate-Transfer) project for Electronic Toll Collection (ETC) services on Taiwan's national highways from the Freeway Bureau, MOTC. Initially, FETC implemented an infrared-based ETC system, but due to low utilization and financial losses, the company faced a breach of contract.

In 2011, FETC introduced the RFID eTag system, transitioning to a distance-based Multi-Lane Free Flow Toll Collection model by 2014. This marked the company's First Digital Transformation. Following the success of the Multi-Lane Free Flow ETC system, FETC expanded its core technological innovations internationally, establishing subsidiaries in Thailand, Malaysia, and New Zealand, thereby exporting Taiwan’s toll collection solutions abroad.

Domestically, FETC diversified by expanding services beyond highways to urban and smart city services, such as parking. By creating an integrated ecosystem that addresses driving, parking, and vehicle usage needs, FETC achieved its Second Digital Transformation with a new business model.

After successfully transforming its business and technological operations, FETC is now focused on internal talent transformation. By developing its workforce from operations-focused roles to service-focused and focusing on entrepreneurial talents, FETC promotes a culture of entrepreneurship where all employees can become key drivers of growth. This transformation has positioned FETC as a leader in both digital and business innovation.

Vision, Mission, & Future Plans
Dr. YC Chang is actively working to integrate ESG principles into the ITS smart operation sector. Since the launch of the nationwide MLFF ETC service in 2014 till December 2022, the reduction in carbon emissions has amounted to at least 2.13 million metric tons, equivalent to saving the annual carbon absorption of approximately 5,700 Daan Forest Parks. The cumulative savings in toll fees surpass the height of over 10,000 Taipei 101 buildings when stacked together. The service also saves at least an average of 20 minutes of commute time per trip for each driver.

Dr. YC Chang has been instrumental in sponsoring the International Green and Smart Mobility Forum since 2013, delivering speeches over multiple years to emphasize the importance of ESG principles in transportation operations and technologies. He also delivered speeches highlighting ESG principles at the Eco-mobility Festival in 2017, the International Youth Sustainability Leadership Program in 2019, and the Seminar on Green Light Rail Corridor Combined with Smart City Development in 2020.

To facilitate discussions and raise awareness about ESG and Sustainable Transportation, Dr. YC Chang sponsored the EUTW Forum on Environment and Science in 2016 and the Eco-Mobility Training Program for Indonesia in 2018 through the ITS Fund established by FETC. Demonstrating a strong commitment to social responsibility, Dr. YC Chang directed FETC to donate toll fees to Rehabilitation Buses. As of the end of 2022, a total of 2,612 rehab buses have benefited from the program, with the sponsored toll fees exceeding NTD 8 million.

Dr. YC Chang plans to continue his efforts focusing on ESG principles, including sponsoring more ESG initiatives and delivering speeches on the topic to raise awareness.
